Fact Check:

Dfrac team conducted a fact check on the above stated claim. From the investigation, it was found that full video of the event was covered by local news portal Kashmir News Observer (@KNO_NEWS) with the caption,” Will take care of poor man’s power bills, but those with palatial houses will have to pay the tariff as per the usage: LG Manoj Sinha”

We also found an article published by The NewsNow. It writes the full statement made by LG Manoj Sinha,“Let me announce today that the government will take care of the poor who can’t afford to pay bills. But those who have palatial houses, I-Phones with 5-G internet data and other gadgets will have to pay power bills as per their usage. They shouldn’t at least make excuses in paying the power bills,”.
