After doing the reverse image search, we found that the video was taken from the live streaming of the PMs Rally in New Muradabad, Uttar Pradesh. The video was posted on the official YouTube channel of Narendra Modi.
The video was released in 2016 after Narendra Modi became the Prime Minister of India. Therefore, the claim is misleading.
