Tensions between India and Pakistan remain high following the deadly terror attack in Pahalgam in April 2025, which left multiple tourists injured. In the weeks that followed, India intensified its counter-terrorism operations across Jammu & Kashmir. While both governments have exchanged sharp rhetoric, there have also been increased efforts by Pakistan-based accounts to amplify narratives of civilian abuse in the region. It is in this context that the claim about 17 civilian deaths began circulating online.

Several social media users have claimed that Indian troops martyred 17 Kashmiris in fake encounters and during anti-government protests in May 2025.

Fact Check

Upon investigation, we found the claim to be misleading. A thorough review of independent media reports, police statements, and credible news coverage reveals no confirmed incidents of mass civilian killings, fake encounters, or anti-government protests in Jammu & Kashmir during that period.

The region witnessed targeted counter-terrorism operations against militants linked to groups such as Lashkar-e-Taiba. Notably, in Shopian, three LeT terrorists were killed in a joint operation dubbed Operation Keller.

Additionally, two hybrid terrorists were arrested in Shopian, and one overground worker (OGW) was apprehended in Kishtwar for facilitating militant movement. These operations were widely reported by mainstream Indian media with photographic and official documentation, and no civilian casualties were linked to these actions.

Furthermore, contrary to the claim, no anti-government protests were reported in Kashmir in May 2025. Local media coverage and police briefings confirm that the month was relatively calm in terms of public demonstrations.

Conclusion

The viral claim of 17 Kashmiris being martyred in fake encounters or protest crackdowns in May 2025 is misleading and unsupported by any factual evidence. Available data shows a clear focus on anti-terror operations, not civilian targeting or protest suppression.
