In Bihar, Special Intensive Revision (SIR) of voter roll is under way. Many documents are required by the Election commission under SIR but the Aadhar card is not there. When petitions challenging SIR were being heard in Supreme Court, counsel who appeared on behalf of the petitioners probed and debated on the issue of failure to provide Aadhar card. In the meantime, the figures of the saturation of Aadhar in the Muslim majority areas in Bihar such as Kishanganj, Purnia, Katihar and Araria are being broadcasted on mainstream media and a lot of Youtube videos. They are presenting this information in a community and deceptive way.

The news by News-18 Hindi on the same is headlined as 120 Aadhar on 100 people… this is what kind of game this is in Bihar, shocking figures in Muslim dominated districts.

Data of Aadhaar saturation was observed by the DFRAC team on the official website https://uidai.gov.in/. First, our team considered the data of these four districts that are Kishanganj, Purnia, Katihar and Araria. We concluded that the figures provided are completely accurate. However, we have another question to be answered whether Aadhaar saturation level of above 100 percent is present only in these places or the level of Aadhaar saturation is higher in other places as well. Our analysis revealed that, in all the districts of Bihar, with the exception of Jehanabad (97 percent), the saturation of Aadhaar crosses the 100 mark. In the present case, we have provided Aadhaar saturation information of all 38 districts of the state of Bihar.

Taking the Aadhaar saturation information as a cushion. We will attempt to compare the information of the state of Bihar with the information of the other states. When the Aadhaar saturation data of Bihar is compared with Aadhaar saturation data of Uttarakhand. We discovered that the Aadhaar saturation of most of the districts of Uttarakhand is less than 120 percent. This also includes those districts where the percentage of Muslims is 1-3 percent. A report by Aaj Tak states Muslim population in districts of Almora in Uttarakhand, is between one to three percent.

Now when we observed the Aadhaar saturation of these districts. We found that Almora has 115 percent, Bageshwar has 123 percent, Chamoli has 115 percent, Pauri Garhwal has 116 percent and Champawat has 120 percent Aadhaar saturation.

In this case the Aadhaar saturation data of Bihar is being compared with the Aadhaar saturation data of Himachal Pradesh. It can be mentioned that the percentage of the Muslim population resides in Himachal between 2 to 2.5%. The saturation figure of Aadhaar in Himachal Hamirpur is at 131 percent higher than that of Kishanganj (126 per cent). Other than this, Una enjoys 126 percent Aadhaar saturation level. Compared to that of Katihar and Araria, which is at 123 percent.

Another interesting fact that should be presented here is that the saturation of Aadhaar in Central Delhi is 206 percent. A place named central Delhi is quite high profile.

Conclusion

An analysis of such data reveals that possibly an attempt has been made to provide a communal hue to the story by presenting only the data of Muslim dominated districts of Bihar. However, other than Jehanabad, the Aadhaar saturation of all other Bihar districts stands above 100 percent. Besides this, the Aadhaar saturation is even above 100 percent in most of the districts in states such as Himachal. Where the Muslim population is between 2 to 2.5 percent.
