
Unveiling the campaign of hate and misinformation revolving around Modi’s visits to Foreign Countries
Introduction
Prime Minister Narendra Modi has been observed actively pursuing foreign engagements in the recent past years. The basic aim behind these international visits is nothing but strengthening India’s diplomatic ties with other nations focusing on trade, defense and regional cooperation and addressing critical issues on a global level. PM Modi’s International visits usually grab the eyeballs of everyone whether media, celebrity or the Internet but this time we found that some false narrative was making their presence stronger on social media which cautiously needs to be evaluated.
Social media users turned active and started disseminating hatred and antipathetic narratives against the PM and his international visits. In this DFRAC’s exclusive report, we have shed light on this canvas of social media which comprises misinformation on the digital landscape.
In the previous year, PM Modi visited several countries, including Kuwait, Brazil, Russia, Singapore, Italy, the USA, Austria, and Bhutan.
Though these visits indicate a clue to reinstating diplomatic ties, some of the PM’s visits, especially the visit to the USA, did not escape the web of antipathy and disinformation.
Shedding light on this aspect, we evaluated every single narrative prevalent during the time of PM’s international visits

Examining PM Modi’s Visit to USA in 2024
PM Narendra Modi visited the United States for three days(Sept 21 to Sept 24) in September 2024. During his visit, the prime minister attended the Quad Leaders’ Summit and the UN General Assembly session. He also addressed the Indian diaspora at an event in New York and held multiple bilateral meetings with several heads of state. The prime minister also spoke at the ‘Summit of the Future’, organized by the United Nations.
Notably, the PM’s visit has been observed deeply on the social media platforms such as X(formerly Twitter). The information and data from the users of specific regions are given below.
Upon conducting a deliberate investigation, we found users from Bangladesh turned active on social media and copy-pasted a video of a protest that occurred when PM Modi landed in New York. The video has been shared with a specific hashtag #ModiGoHOME


Not only this, but while going through the tweets, we also came across some derogatory tweets attacking the PM’s visit to the USA and defaming India’s strategy to strengthen diplomatic ties on a global level.


Some Russian accounts
During this probe, we discovered that users from Russia had also left no stone unturned in disgracing PM’s visit to USA. By sharing a small clip of PM Modi and Biden at Quad summit where former US president Joe Biden was about to introduce PM Modi. Notably, Russian users took to X and massively trolled the PM Modi and Joe Biden.


Fact-Check
The DFRAC team investigated this video deliberately by converting it into some keyframes and reverse-searched them on Google which led us to a full video available on the YouTube channel of CNN News 18.
Upon examining the full video, we found that at the timestamp of 11.54 minutes, there was no instance of Biden personally refusing to introduce PM Modi, however, he just asked the organizers who was next to present and then when announced he warmly greeted PM Modi.
We can conclude that the video clip has been misleadingly shared on X. In reality, PM Modi can be seen greeted warmly by Biden in the full video.
Analysis: Misleading
Posts from Chinese users
When PM Modi visited USA for attending Quad Summit, several chinese users took to X and posted a clip from Quad summit showcasing all the delegates and shared with the similar caption: “Quad Summit Focuses on Chinese Communist Party Threat and International Response Strategies U.S. President Joe Biden will host the leaders of the Quad at his home in Wilmington, Delaware, including Japanese Prime Minister Fumio Kishida, Indian Prime Minister Narendra Modi, and Australian Prime Minister Anthony Albanese. The core agenda of this meeting is to address the growing regional threat posed by the Chinese Communist Party, particularly its aggressive actions in military, trade, and Taiwan Strait issues”


However, in our investigation, we found that the reports published in September 2024 have not supported these facts.
For instance, a report by NDTV has stated the focus of Quad summit through some points:
a)The Quad is a diplomatic partnership between Australia, India, Japan, and the US committed to supporting an open, stable and prosperous Indo-Pacific that is inclusive and resilient.
b) The Quad leaders are set to unveil a “milestone” initiative to prevent, detect, treat and alleviate the impact of cancer on patients and their families.
c) It will explore ways to find peaceful solutions to the major conflicts in Ukraine and Gaza.
d) There will be a strong focus on peace, progress and stability in the Indo-Pacific.
e) Quad leaders’ summits are built on the foundation of Quad Foreign Minister engagement. During these meetings, Quad Foreign Ministers exchange views on regional strategic challenges, and develop deep habits of cooperation on core regional priorities, including maritime security, countering disinformation, counter-terrorism, and humanitarian assistance and disaster relief.
Moreover, reports from Various media outlets also cited similar facts about Quad Summit of US.


Narratives run by Pakistan-based handles
In our Investigation, we found that some Pakistan-based handles have also shared some tweets that resulted in the intensification of narratives against the PM’s foreign engagements on social media. They have tried to instill the Khalistani angle in those narratives.
Notably, these pakistan-based handles are some specific handles which have always observed escalating stereotypical narratives against India
Our brief investigation in this regard revealed that a news clip had been widely shared on X. In this clip, it has been told that the social media personality professor Derek J. Grossman explained in a tweet that Former US President Biden met Khalistanis and paid heed to their concerns when PM Modi was about to Land in New York.
The video has been shared by multiple handles such as Psywar Bureau, Kashmir English and Hello Pakistan along with Cyborgs like Erum.


Video of Protest by Khalistanis
In addition, on a close examination, we discovered that some cyborgs who frequently post misinformation and false news against India has shared a video of Protests by Khalistanis opposing PM Modi’s in USA. Their posts also include such Hashtags like #Modigohome #Modinotwelcome #ModiExposed which further contributed in the escalation the false narratives against PM Modi’s visit.

Account Hello Pakistan and its tweets and posts
According to our Investigation, Hello Pakistan is yet another account on X handle that usually posts misinformation against India. Not only this, the account has been spotted running some anti-pathetic narratives against India also.
Interestingly, this account has left no stone unturned in deteriorating the Prime Minsiter Narendra Modi’s visit. He posted the videos of Protest held by Khalistanis along with mocking the welcome of PM Modi.

Pakistan-based handles who were active at the time of Khalistan referendums
Further research of these Pakistan-based handles disclosed that these handles have promoted the agenda of Khalistan referendums earlier. Especially, the accounts named Psywar Bureau, Hello Pakistan & Kashmir English are the prominent accounts that promoted Khalistan Referendum took place in 2024 showcasing solidarity for Khalistanis against India.

PM Modi’s visit of 2025
This time when PM Modi visited to USA, these handles turned active on X and shared some video of Protest done by Khalistanis against his visit. Below given a collage showing the posts from Pak-handles which were involved in promoting Khalistani agenda and promoting misinformation against India.


Not only this, we also came across a fact that this particular video has also been discovered by some Khalistani accounts on X.


Prominent Khalistani accounts posted content during 2024 Modi’s visit
Some prominent accounts that are known for promoting Khalistani agenda on X , has been found bolstering videos of Khalistani protests and rallies that took place during Modi’s visit in 2024. In this tweet , these accounts have tried to weaken the agenda of India -US diplomaticties. They have also employed the technique of mockery to ridicule the Modi’s recent meeting with Trump in white house.The username of these accounts are as follows: @Narinde88279916, @BezirganMocha, @preetikaur69, @NyJagdeepsingh, @Azad_Punjab84, @tajinder_2020




Ghulam Nabi Fai and the pro-Khalistani protest
Fai is a convicted criminal and a ISI agent of Pakistan. He is known for lobbying against India. He has seen leading the Pro-Khalistan protest outside white house before Modi-Trump . we came across numerous tweets mentioning his role and presence in the protest. He has been caught promoting Pakistani propaganda amid US-India Ties.

Not, only this, this news has been reported by many media outlets. We also found that Fai wrote an article for media outlet 24newshdtv. The article’s headline read: “Digital trucks flash message: Fascist Modi does not belong to White house in which he severely condemned Modi’s recent visit to US.

A brief background of Fai
He is a member of Jamaat-e-islami and a founder of Kashmiri American Council to lobby for Kashmiri separatist causes and Pakistan’s interests in the US. In 2011, Ghulam Nabi Fai faced accusations from American prosecutors of acting as a covert operative for the Pakistani government. Fai admitted his guilt and acknowledged significant communication with Pakistan’s Inter-Services Intelligence (ISI). It was revealed that the ISI had conveyed $3.5 million to Fai and his group, the Kashmiri American Council.

USA visit June 21 to June 25 in 2023
In June 2023, PM Modi visited USA and Egypt at the invitation of President Joe Biden and First Lady Dr Jill Biden. The PM had productive conversations with President Biden, in restricted and delegation-level formats. The leaders highlighted the long-standing friendship and growing cooperation between the two countries, which spans areas like trade and investment, defence and security, energy, climate change, and people-to-people ties.
Both leaders expressed their determination to further deepen the multifaceted Comprehensive Global Strategic Partnership between India and USA for the benefit of their peoples and the global community. Discussions also covered regional and global issues of mutual interest.
Even this visit of PM Modi was not spared by the users who took to social media platform X and shared numerous stances certainly spoiling the visit’s agenda and tainting a question mark on the India’s diplomatic ties with US.
Our investigation led us to the posts done by the users during that period when PM visited USA. Surprisingly, these posts were shared in various language-specific users from the different countries.
Posts by Bangladesi Users
Users in Bengali language has posted a video showing a protest against PM Modi’s visit during the year 2023. In this protest, people can be seen holding placards and posters that resonated their hatred against India.


Whereas, another collage shows some tweets distorting the facts related to Modi’s visit to the US.
For instance, one user sharing PM Modi’s image wrote that he has left for washington DC to engage in lobbying in order to bring his preferred party to power through Manipulation in Bangladesh‘s upcoming election.
Posts by Bangladeshi users on PM Modi’s recent visit
Users from Bangladesh has left no stone unturned this time also when PM Modi visited US. Below given collages show numerous types of tweets done by Bangladesh users against PM Modi’s visit. Simply, users can be observed unleashing their stances on a situation when US president Donald Trump discusses the issue of Bangladesh with PM Modi.
Sharing and ridiculing this footage, user wrote: “Six months of preparation of Godi Media was destroyed in just six seconds. On the Bangladesh issue president Trump completely embarrassed Narendra Modi. He also trolled him. I watched it live. What a shame. Republic Bangla should do a show with this clip.
Game over, Modiji absolutely embarassing!”

Taking this investigation to another level, we discovered a video clip showing demonstrations held outside the Blair House in Washington where Prime Minister Narendra Modi is staying during his two-day visit to the United States. Protestors applauded the visit of PM Modi while condemning Muhammad Yunus who is leading Bangladesh’s interim government, in US over attacks on Hindus.
Surprisingly, we observed that these protests by Awami League leaders and some of its sister organisations, have been criticized and mocked by some the Bangladeshi handles on X. Here, we have provided a collage showing some of these tweets.
Notably, a particular video from these protests has been copy-pasted by many accounts to undermine and ridicule the efforts of protesters.


Posts by Khalistani sympathisers
Our investigation revealed that many users also posted tweets in Punjabi language in which they ridiculed the PM Modi’s visit in 2023 . For instance, the translation of one tweet read: Condition of Modi devotees. Minorities were protesting against Modi in front of the White House and 5-7 were sold. Had also come in favor of Modi, but after seeing the langar of Pizza, Samosa, Subway food, Brahmin group reached the langar.I joke Jokingly said, “The anchor of Khalistaniya is gone and you too are Khalistanis”


Comical Hate speech
This particular section covers and sheds a light upon comical hate speech which has been once again done by some Bangladeshi users against PM Modi’s recent visit. Investigating further, we found a cartoon poster showing PM Modi in a Handcuffed state where as Trump laughing over this. This fascinating poster has been cross-pasted by many Bangladeshi handles in a ridiculing manner.
But after researching about this poster, we came across a report by The New Indian Express informing that this cartoon firstly published by Tamil weekly Vikatan‘s website that has been reportedly inaccessible on Saturday, hours after BJP’s Tamil Nadu chief K. Annamalai said the party had complained to the Press Council of India (PCI) and the Union government over a cartoon of Prime Minister Narendra Modi.
The report stated: “The Tamil daily, in its Feb.13 edition, had published a cartoon of PM Modi in handcuffs alongside former US President Donald Trump in its digital magazine, criticising the inhumane deportation of illegal Indian immigrants from the US in handcuffs—an incident that sparked nationwide.The cartoon drew criticism from BJP supporters, and Annamalai said the party had petitioned the PCI and MoS for Information and Broadcasting L Murugan, urging action against the magazine”

Posts by Pro BNP account
Additionally, we came across a Pro BNP account with the name warriors 24 which had posted against PM Modi and ousted Bangladeshi PM Sheikh Hasina. On a close inspection, we found that this account has shared a clip of video game that is nothing but a political satire against PM Modi and Hasina. Even , a tweet revealed the identity of the individual behind this game.
In addition to that, a report by the Busniness standard gives us a brief view about his game.
” At the time of writing, the “game”—aptly titled ‘Dourao Hasina Dourao’ (Run, Hasina, Run)—had already been played over 3,40,000 times, making it an instant hit on social media in Bangladesh. And, aside from a certain someone’s staunch supporters, it seems like everyone is thoroughly enjoying the thrill of tapping, jumping, and dodging their way through this digital spectacle
Once the concept was locked in, took Tasrif no more than eight to ten hours—just a single night—to animate the characters and bring them into the game. And it’s precisely those “meme materials” that have players in stitches, setting this game apart from your usual Flappy Bird-style runner.
That’s also why Tasrif prefers to describe ‘Dourao Hasina Dourao’ as more of a viral social media meme than a traditional indie game. And just like that, any chances of the game being officially marketed or making its way to the Play Store or App Store vanish into thin ai.
In this report, it has been stated that Tasrif made this game just for a fun way for myself and a close group of friends but he knew that something like this had the potential to blow up on social media.

Certainly, the escalation of these Hashtags during the time of Modi’s visit indicates that narratives and propaganda against Modi’s visit has been run on social media platforms with full vigor.

The Focus of PM Modi’s recent US visit
According to a HT’s report, the meeting between PM Modi and Trump at White House focused on trade, tariffs, and defence ties. While Donald Trump had previously threatened to impose tariffs, the two leaders signalled a willingness to negotiate, raising hopes of possible concessions from both sides.
Trump called PM Modi a “much better negotiator” whereas Modi was committed to “Make India Great Again”
News agency Reuters’s report stated that Narendra Modi and Donald Trump set an ambitious target to double bilateral trade to $500 billion by 2030. Their discussions included key sectors such as artificial intelligence, semiconductors, and strategic minerals, with both leaders emphasising the need for a mutually beneficial trade agreement. But, another news agency Associated Press underscored Trump’s criticism of India’s high import duties, calling them “very unfair”, and reiterated his stance on implementing reciprocal tariffs.
Additionally, as per a report by the Financial Times, the US is looking to strengthen military ties with India, including potential sales of F-35 fighter jets under a 10-year defence cooperation plan.
The recent issue that is hitting the headlines these days is none other that immigration and Human rights issue.
According to another report by Reuters, Modi assured that India is willing to take back its nationals living illegally in the US and called for joint efforts to dismantle human trafficking networks. Surprisingly, both leaders avoided discussing sensitive issues such as minority rights, drawing some criticism from advocacy groups.
