A YouTube channel named ANNnewsCH uploaded a similar video on 17 April 2016 with the headline- “ The moment the scaffolding of a building during demolition collapses: Strong winds in Tama City (16/04/17)”

Conclusion:
It is clear from the fact check of DFRAC and the several reports that the viral video is old and of Tama City, Tokyo in japan, the video has nothing to do with the earthquake in Turkey. Therefore, the claim made by social media users is misleading.
