According to this report, Raja Hari Singh of Jammu and Kashmir wanted to establish Kashmir as a separate country by not merging it with India or Pakistan. But after the invasion of the tribal warriors on October 24, 1947, Raja Hari Singh sought help from India. But by then Kashmir had not been merged with India, so Lord Mountbatten made it clear that Kashmir could not be helped by the Indian Army.
